Hall County Government Board of Elections Meeting Oct. 8, 2024 

1. Declaration of a Quorum Present 

2. Call to Order (Roll Call) 

a. All BOE members present: Jack Noa, Ken Cockran, David Kennedy, Johnny Varner,  and Gala Sheats were present.  

3. Pledge to Flag 

4. Adoption of Agenda – adopted unanimously 

5. Approve of minutes from Sept. 17, 2024 and Sept. 30, 2024 

6. Public Comments specific to Agenda items 

a. Robert David Bruce – Lived in Hall Co. all his life except for 8 years in services.  Served in law enforcement after service. Rec’d a letter questioning his right to vote.  As a nation we’ve become petty, don’t work together. I’m embarrassed and sad  about this. To question that I have the right to vote hurts. I have a right to vote and I  earned it. (He was told that the challenger has withdrawn her challenge.)

7. Directors Update- Lori Wurtz 

a. Been consumed about the challenge of 2099 voters. Intensive process. Received  the challenge- had a special called meeting. Notified voters that they were being  challenged. Had to call in support team. Mailed out 2099 letters; took numerous  phone calls. Many wanted to know what is going on. They were reassured the Hall  Co. BOE was following the state process. Many don’t know how their names got on  the list.  

8. Paige Thompson- early voting starts a week from today; all are fully staffed.

9. Kay Wimpye- Data updates by the numbers: 

a. 4300 mail-in ballots sent; 152577 registered voters in Hall Co. 2100 new voter  registration in process. 

10. Business – 

Harriet Taylor (not present) withdrew her challenge and the BOE voted to accept her withdrawal.  • Public Comments for items NOT on the agenda.

• Frank Rock- complimented the Election staff. He stated that he has been to 70 BOE  meetings.  

• Susan White asked a question about the nature voter challenges.  

• Another gentlemen was concerned he got a voter challenge.  

11. Comments from the Board and Chairman 

Chairman mentioned an upcoming Federal case. Will impact Hall Co. Awaiting judge’s decision.  

BOE member David Kennedy said the person who filed the challenge didn’t really understand what  she was doing. He feels someone put her up to it. Someone maybe outside of the county put her up  to it. Bad actors were very disruptive to the process. “I hope we can get to the bottom of this.” 

Next meeting- Nov. 5, 2024 

The Oct. 14 special called meeting will be canceled since recent challenge has been withdrawn. 6:21 pm adjourned.
