Glynn County Board of Elections and Registration Special Meeting Minutes 08/21/20

The Special Called Meeting of the Board of Elections and Registration was called to order by Chairman Gibson at 1:00pm.

Members Present:

  • Patricia Gibson, Chairman
  • Patricia Featherstone, Vice Chairman
  • Keith Rustin, Secretary
  • Sandy Dean, Member
  • Tommy Clark, Member
  • Christopher Channell, Supervisor
  • Christina Redden, Assistant Supervisor
  • Marc Johnson, Attorney
  • Ron Adams
  • Pam Shierling
  • Taylor Cooper

Executive Session:

  • Mr. Clark made a motion to move into Executive Session. Ms. Featherstone seconded.
  • Ms. Dean inquired if this motion was because of potential litigation.
  • Ms. Gibson stated the session is to discuss continuing litigation.
  • The motion to move into Executive Session passed 4-1.

Call for Special Election to Consider SB509:

  • The Board moved out of Executive Session.
  • Mr. Clark made a motion to place binding referendum SB509 on the November General Election ballot.
  • There was no second, the motion failed.
  • Mr. Rustin made the motion to call for a separate, Special Election to consider binding referendum SB509 to be held November 3, 2020. The motion was seconded.
    • Mr. Clark expressed concern the general public will be confused by a separate election held on the same day as the General Election.
    • Ms. Dean stated holding a separate election is the only way to do so lawfully, per legal counsel.
    • Ms. Gibson inquired about the wording of the referendum.
    • Mr. Channell replied the wording is in the bill itself but the Board must create a title for the question on the ballot.
    • Mr. Rustin stated in order to uphold each Board member’s oath to follow Georgia Constitution and Code, the election must be held as a 29-day Special Called Election.
    • Mr. Rustin acknowledged it will be difficult for voters but the date SB509 was signed into law left no legal alternative.
  • The motion passed unanimously and Ms. Gibson issued the call for a Special Election on November 3, 2020 to consider referendum SB509.

Adjournment

A motion was made to adjourn and approved 5-0.
